Is the white part at the end of the handlebar just a "cap" with a screw holding it in?

Not really. 

Under the cap is the same material as the handlebar grip. the cap is just decorative. 

The screw isn't even a screw and is mounted with a clip. 

You can remove the cap by force and probably bent the clip then cut the excess material off to get a clean end.

What do you mean “by force”? Do you mean pulling them out, cutting off or else? I tried unscrewing them, but I failed. I bought new handlebars and now I’m blocked replacing the handlebars because of the stupid caps!! Can you advise? Thanks

A person has done it on instagram if you do a search. I think it’s possible but you’ll have to change the grips too as the bar ends seem to be fake & attached to the grips! 

You may also have to change the actual handle bars too, to give you more space.
